Various of flooded field STORYLINE: Late-season Hurricane Paloma strengthened into a Category 3 storm as it lashed the Cayman Islands with wind and rain Friday, knocking down trees and signs. The storm was expected to lose some strength overnight before punching Cuba's midsection on Saturday, according to the National Hurricane Center in Miami. Cuba already is suffering from billions of dollars in damage from two previous hurricanes this season. Cuban official newspaper Granma, recalling past late-season hurricanes such as a 1932 storm that killed about 3,000 people, said Paloma poses a potential danger for the island. The Cayman Islands government asked all hotels to remove guests from the ground and first floors. Nearly 40 people were already staying in the islands' seven shelters. Water service across Grand Cayman was turned off, and power likely will be cut as the storm nears, the hazard management director said. Stranded tourists watched dark clouds gather and saw the storm whip up 10-foot (3-meter) waves from their hotels or beachfront restaurants. Paloma's top winds Friday night were near 115 miles per hour (185 kilometres per hour)., and it was centered about 25 miles (40 kilometers) south of Grand Cayman, heading northeast at 7 miles per hour (11 kilometres per hour). Havana's communist government activated the early stages of its highly organized civil defense system. In central and eastern Cuba, people were advised to stay tuned to state media for news of Paloma's progress and be ready to evacuate. Paloma was aiming toward the central-eastern city of Camaguey, which was particularly hard-hit by Hurricane Ike in early September. Ike and Hurricane Gustav, which struck the island in late August, together caused an estimated 9.4 (b) billion US dollars in damage. Nearly a third of Cuba's crops were destroyed, causing widespread shortages of fresh produce and prompting authorities to order the planting of vegetable greens and other short-term vegetables. Forecasters expect Paloma to weaken into a tropical storm over Cuba and then steer south of Florida through the Bahamas and into the Atlantic. Cayman Islands Governor Stuart Jack said Friday that a British Royal Navy ship was on the way and would be available to provide humanitarian assistance if needed. The airport closed Friday morning after extra flights were added to fly out some people late on Thursday. The Cayman Islands charges no direct tax on the earnings made by companies operating in the British Overseas Territory. While the Queen pays tax on any income she receives from the Duchy of Lancaster, any funds the Duchy owns that are listed in tax free havens may be able to escape paying tax, thereby boosting their income. Suddeutsche Zeitung also alleged that Dover Street further invested in a subsidiary company called Vision Capital Partners VI B LP to buy into two UK retail chains, one of which was BrightHouse. BrightHouse is the UK's largest rent-to-own firm and has been accused by a Parliamentary committee of charging inflated prices to some of the poorest people in the country.In December 2014, the All-Party Parliamentary Group (APPG) on Debt and Personal Finance found that a Hotpoint tumble dryer on sale for £229 at Curry's would cost BrightHouse customers £780 once interest, compulsory insurance and service cover was taken into account.

The material, which has come from two offshore service providers and the company registries of 19 tax havens, was obtained by the German newspaper Süddeutsche Zeitung and shared by the International Consortium of Investigative Journalists with partners including the Guardian, the BBC and the New York Times. The project has been called the Paradise Papers. It reveals: Millions of pounds from the Queen’s private estate has been invested in a Cayman Islands fund – and some of her money went to a retailer accused of exploiting poor families and vulnerable people. Extensive offshore dealings by Donald Trump’s cabinet members, advisers and donors, including substantial payments from a firm co-owned by Vladimir Putin’s son-in-law to the shipping group of the US commerce secretary, Wilbur Ross. How Twitter and Facebook received hundreds of millions of dollars in investments that can be traced back to Russian state financial institutions. The tax-avoiding Cayman Islands trust managed by the Canadian prime minister Justin Trudeau’s chief moneyman. A previously unknown $450m offshore trust that has sheltered the wealth of Lord Ashcroft. Aggressive tax avoidance by multinational corporations, including Nike and Apple. How some of the biggest names in the film and TV industries protect their wealth with an array of offshore schemes. The billions in tax refunds by the Isle of Man and Malta to the owners of private jets and luxury yachts. The secret loan and alliance used by the London-listed multinational Glencore in its efforts to secure lucrative mining rights in the Democratic Republic of the Congo. The complex offshore webs used by two Russian billionaires to buy stakes in Arsenal and Everton football clubs. The disclosures will put pressure on world leaders, including Trump and the British prime minister, Theresa May, who have both pledged to curb aggressive tax avoidance schemes. The publication of this investigation, for which more than 380 journalists have spent a year combing through data that stretches back 70 years, comes at a time of growing global income inequality. Meanwhile, multinational companies are shifting a growing share of profits offshore – €600bn in the last year alone – the leading economist Gabriel Zucman will reveal in a study to be published later this week.

What is likely to be the fallout from these leaks? It’s too early to say for sure but the revelations are likely to reverberate around the world for some time to come. Politicians will inevitably call for a fundamental rethink about tax avoidance schemes and question whether they should be banned altogether. How much will actually change, however, remains to be seen. What does Appleby say about the leaks? It is vehemently denying any wrongdoing – both itself and on the part of any clients. However, it has pledged to learn from any mistakes it has made that may come to light and agreed to participate in any formal inquiries arising from the disclosures.
